Oh, those pesky French. The warrant was issued as a response to the Swiss holding Roman Polanski. Roman had lived (trouble free) in France for decades although the U.S. justice system was still after him.
As far as notification - the French feel that telling the newspapers that a warrant has been issued is sufficient - to heck with formal Jurisprudence. Proper service? Never!
At least the pomme frites are still pretty good in Paris.
