Do helmet laws discourage cycling?

From a blog (Freakonomics) featured regularly in the NY Times, this post suggests that helmet laws, while saving lives and reducing injury, keep some people off bicycles. Helmets are expensive, helmets are a nuisance...and seeing helmets on so many riders' heads makes cycling seem scary.

Helmet laws are (essentially) ignored by riders in California. The law states that anyone under 18 must wear a helmet.

Those that do wear helmets frequently leave them unfastened or so loose that they'd provide little protection in a fall.

Sometimes these "feel good" laws are just plain . . . silly and reflect on our political common sense.
